Hi so I won EVGA GTX 550 Ti on eBay for about 36$ (shipping included) I don't live in US so this kind of money is kinda high when you exchange it in my country. The seller told me that when he took it out of his PC it was working but he hasn't tested it recently. (He told me this in messages he didn't had this is description). And tells me he doesn't have a PC now and there is no way for him to check if it is working now. He told me that if the item doesn't work he wouldn't refund me unless I send it back to him but that would cost me almost the same as the item itself. So what do you guys think I should do? I can cancel my order or pay.

PS. I live in Georgia (country) and I use a forwarding company to buy stuff from eBay and other stores. But the company doesn't send back so that's why it would be expensive to send it regular way..
