Unresponsive touch pad and keyboard after the screen is turned on

I have been having an issue with my laptop for the last few days. I don't think I have installed any new software or made any changes that could have caused this to start happening. If I leave my laptop (Dell XPS 13) until it reaches the time when it automatically turns off the screen, then attempt to start using it again the screen turns on but for about 5 seconds after the screen is back on the touch pad and keyboard don't work. After the 5 seconds is up they come alive and I can use my computer as normal. I have been unable to find any solutions for this so far. Anyone had an issue like this and know how to correct it? Short of formatting and re-installing I don't have too many ideas on how to solve it.

1| Disable automatic device driver updates.
2| Make sure your BIOS and remaining device drivers are up to date. Although stated to be a Dell XPS 13, we don't know which version it is. Is it brand new?
3| Try a repair install.
