Can I run OS X virtual machine on windows 10 with any hardware I want?

I want to build a PC but I also want to be able to use OS X sometimes. I know that for a Hackintosh build you must used very specific parts and then it still might not even work. If I just build a PC with whatever specs I want and try to run OS X in a virtual machine, will it still work?
