Looking for the best 27inch gaming monitor under 400USD

Well, it's not clear what he considers a "gaming" monitor however the one you posted was:

a) 60Hz, and
b) 1920x1080

It's a reasonable price, but he probably wants higher refresh, higher resolution and/or GSYNC...
Okay, there's no single "best" as there are pros and cons so you have to decide what's most important:

1. 60Hz, IPS, 2560x1440:

#2 and #3 look similar at first, though there are probably differences in Warranty, build quality etc. Some of the Acer's come in cheap but may have crappy warranties so look carefully.

GSYNC is great, but it's too expensive

IPS is generally better for color and viewing angles than TN, however there are some fairly good TN panels so you'd have to decide whether 144Hz is more important.

Other:
If you get 144Hz, I suggest you use the "HALF" Adaptive VSync method for some games. For example, if screen tear is annoying but 144FPS isn't feasible. This would then synch to 72FPS instead. Then adjust game settings to rarely drop below 72FPS (which would then show screen tearing but not the stutter/juddering of VSYNC when you can't maintain the synch of 72FPS).
 


I read what you said, but as I've just said now there's no best monitor for gaming at this price. I'm not sure what your point is, though you should know that the higher the refresh rate, the less motion blur (ghosting) you get. So to be clear:

60Hz, 6ms response has a lot MORE ghosting than
144Hz, 6ms response

The reviews of monitors at 144Hz, 6ms shows almost no observable blurring.

Again though, at $400USD you have to decide what features are most important. I play a lot of games, however IPS quality is my top priority. A good TN panel may be what you want to get 144Hz or whatever.
