Windows max volume capped really low (everything is maxed)

I was trying to turn up the volume on my laptop when the volume slider suddenly lagged, jumped from 35 (where it was) to 100 and wouldn't get any louder. So now, 100 volume sounds like 35 volume. I tried Loudness Equalization and maxing everything out. No luck. This problem has also happened on my desktop, except it happened after a shut down. Anyone know what's going on?

Please do try these troubleshooting steps that may help.
- Start by doing a hard reboot with the laptop, remove the battery and unplug the AC adapter then press and hold the power button for 20 seconds then try it again after the reboot.
- If it will still not work, do uninstall/reinstall the sound driver.
- Open Device Manager and uninstall the Sound card driver.
- Once uninstalled, download and install the latest driver from the manufacturer site of the laptop.
- Reboot the laptop once the latest driver has been installed and test it again.
- If it will still not work I would suggest reinstalling Windows 10.
