Screen too big for my second monitor

I've got 2 monitors and my main one is working just fine, but my second monitor is really weird.

As you can clearly see in these pictures my second monitor isn't showing everything. Another thing to mention is that I can click on the things not showing up on my second monitor such as the start button.

Is there a fix to this problem or am I just using a too old monitor?

There's your problem then.

You can only have one display resolution setting in Windows at any one time.

That setting is correct for one monitor (the one with nothing cut-off) but it's not correct for the other monitor.
Both screens need to have the same dimensions to avoid that problem, so the display resolution you set is correct for both of them.
