PC won't shut down, sleep, or hibernate. It reboots every time.

I recently built a pc and it reboots instead of shutting down, sleeping, or hibernating. Even if i hold the power button until it shuts down, it'll reboot again. Only way I can completely shut it down is by shutting down PSU, and I feel like I'm slowly damaging components if I keep shutting it down that way.

It has Windows 10 on it.

Motherboard: MSI Z170A Gaming pro
GPU: MSI R9 390
CPU: Intel i5 6600k
PSU: EVGA 650GQ

I've tried everything I could find online about how to fix it. I've turned off fast boot on both BIOS and Windows 10. I've tried an older version of intel management engine driver (wouldn't let me install, saying my computer doesn't meet minimum requirements). I've turned off wake from sleep on mouse and keyboards. I've made sure everything was plugged in correctly. I don't have the gigabyte OnOff thing. All drivers are up to date. Windows 10 is up to date. PC works perfectly other than this shut down problem. I've also turned off system failure restart and it still reboots. Also turned off reboot if power shortage on BIOS. I don't know what else to try or what to do.
