1. Is this build compatible?
2. Are the CPU and GPU overclockable
3. Can it run the latest games at Ultra 30+ fps (4K?)

The case is a personal choice. It's up to you which one you want.

If you aren't going to be overclocking your CPU right away, it may be better to get an i7 6700k and a cheaper CPU Cooler at first.
The kraken x61 and the H110i gtx trade blows, and it's up to you which one you want.

Wait until the GTX 1080 is available, and get it instead of the 980ti (Should be similar price or cheaper)

The PSU I selected here is super high quality, but ordinarily out of the budget. For some reason, one store is selling it for a really good deal. If you trust the store, then I would recommend you get this PSU. Otherwise, it's probably better to get a different PSU.

This motherboard is better than the gaming m5 for overclocking, but cheaper. It also has better reviews than the Asus pro gaming or Asus z170 A.

To save money, you could get a samsung 850 evo. The 950 pro is really fast, though.

You also forgot to get an OS.

This is overbudget now, but with a GTX 1080, it will be cheaper and have better performance. It can be tweaked, too.
