Are flashing the BIOS and replacing the BIOS chip, the same thing?

I'm trying to erase the Absolute Persistence CompuTrace settings on a laptop, Absolute says that flashing the BIOS, re-imaging, and or replacing the HDD wont affect it. But they don't say anything about replacing the BIOS chip.

So is replacing the BIOS chip same thing as flashing the BIOS ?
