Are Crossover monitors any good

Solution
It's cheap because Crossover and other Korean brands often use A- grade panels in their displays. These panels could have been rejected by their manufacturer for dead pixels, IPS glow, backlight bleed, subpar response, etc.

Not to say if you were to order one of these panels, the panel would INDEED have one of these issues. But the possibility is there and the warranty is limited.

However, these panels do represent good value. As for the panel you linked, notice the seller has no reputation and is undercutting other sellers by £100? I'd say that is a bad sign.

Stick to buying panels from a vendor known as dream-seller. Has the best reputation for Korean panels and a cut and dry, no nonsense approach to panel quality guarantees.
