anyone can run a 144hz monitor.
144hz means it can display visually 144fps.
It requires no special requirements. But the question is ... is it worth it? You don't have the most intense graphics card, so you would have to compromise on some settings to achieve 144fps.

but to answer your question yes you can run a 144hz monitor, but you will probably not have max settings on most games with it.

Depends, does your monitor have support for 144Hz. Most monitors only reach 60Hz. But as far as specs...you have good ones and if your monitor is 144Hz then you'll hit some 100fps or so (if 1080p).
