Unable to start app correctly (0xc000007b) error (After Effects, Doom 4, etc.)

I have tried everything to get this error to go away when I attempt to open After Effects or Doom. It tells me the program was not started correctly. I know for a fact After Effects worked last month but I just downloaded DOOM. I have tried:

-chk dsk in cmd
-Uninstalled and Reinstalled DirectX, Microsoft c++ redis, Java, Microsoft .NET framework
-Different hardrive
-Compatibility modes
-Ran as Admin
-Replaced dlls in System32, SysWoW64

At this point, I am thinking about just wiping the hard drive and doing a clean install of Windows 10. All help is appreciated, thank you.

If your current pc was an upgrade from win 7 or 8 and you haven't clean installed, it could well fix your problem. Upgrades can have weird things happen to them.

I had a clean version of windows 7 ultimate and immediately updated to Windows 10 about 6 months ago. After effects was working on windows 10 last month but all of a sudden I am getting this error.
