Will this be able to run GTA 5 at max settings with 60 FPS?

I'm planning on building a computer to run games like GTA 5, Overwatch, etc. with 60FPS at high settings. Will the following hardware be able to run games on 60FPS?:
Intel Core i5-6600
MSI GeForce GTX 960 GAMING 4G
Gigabyte GA-H170-HD3 DDR4 (Rev. 1.0)
8GB RAM.

Haven't thought about the rest but I'll figure it out. Is this enough to run GTA 5 on max settings with 60FPS or will I have to upgrade something? If I have to upgrade something, if possible recommend something that isn't a lot more expensive than the current hardware.

Not sure what monitor I'm getting maybe I'll keep my current one, which is 1600x900

With the GTX960 i'm not sure, get 970 or 980 if you want to be positive.
