What do I upgrade first: CPU or GPU?

Hey guys.
So I'm going to upgrade my PC in the end of this summer and I can't afford upgrading both CPU and GPU. I need your opinion on what should I uprade first and what should I pick.
I mostly use my PC to play CS:GO. Sometimes GTA V, Sims 3, Insurgency. Also I'm really into Adobe After Effects and Premiere Pro. So I need something with what I will be able to either play games and render projects.

Right now I have:
Motherboard: Gigabyte 970A-D3;
CPU: AMD FX-6300;
GPU: Palit GeForce GTX650 1gb;
PSU: Aerocool KCAS 600W.

I'm not happy with AMDs AM3+ CPUs and that means that I will have to change motherboard. If I will change motherboard I'd prefer to have Intel CPUs. Also I don't want to change my RAM, so 1151 and 2011/3 motherboards and CPUs should not be considered as a choice. So here are parts I wanted to upgrade to:
Motherboard: MSI Z97S SLI Krait Edition(1150) = approx. 127$
CPU: i7-4790K OEM(1150) = approx. 353$
CPU Cooler: Cooler Master Hyper 212EVO = approx. 33$
GPU: ASUS GTX960 Turbo 4gb = approx. 220$
Overall:
CPU= ~480$ (I will be upgrading CPU cooler anyway)
GPU= ~220$

I know that upgrading CPU will cost me twice as much as GPU - thats not a problem. The problem is I can't uprade them both at the same time.
I don't want to take cheaper CPU because I don't want to waste money upgrading it later, while GPUs are basically cheaper.

So what do you guys think? What will be better for me?
I won't pay over 250$ for GPU and over 500$ for CPU.

CPUBoss is a mess, It's not true

That is correct, it's the highest performing Intel chipset that's affordable to the home user.The tradeoff is that it's two generations old, so it is only compatible with B85, H81, H87, Z87, H97, and Z97 mobo's. It is not compatible with Skylake mobo's nor DDr4 memory. I'd love to see benchmark data comparing that chipset to real world application when memory is factored in.

why is it correct. its not correct.

Thats a reddit about GPUBoss.
Nevertheless in total I can;t afford over 750$. And I can not wait saving up money for better GPU - 1gb gpu kills me

there's more about CPUBoss don't worry, I can link if you want. Also comment saying why CPUBoss isn't good either.

Besides, I would focus much more on Intel i5 + Better GPU. i5 can render too, don't undersestimate it. Depends on how heavily you use rendering tasks.

Whats wrong with that PSU? Saw some nice reviews when was buying it

nope It's a power supply with very poorly built parts and Chinese caps.

see the good power supplies in tier 1 and 2 in this list:
http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

consumer reviews usually not reliable, focus on true reviews where the parts are examined

should I suggest a build? maybe It's better if we suggest one so you don't make a mistake when buying the parts

Well technically the I7-3930k, the I7-5820k, and I7-4930k all outperform the 4970k but they're all up around the $600 mark, pretty pricey for the home consumer, which is why I qualified it with the word "afordable" It out benchmarks the I7-6700K, but that's the cpu I just put into my wife's computer today...my point was that just because a benchmark might show something performing better, that's not necessarily something useful in the real world.

Sure mate, thats why I'm here - to see what will work out better for me.
I guess other parts are okay-ish:
Case: Corsair SPEC-03
Additional fans: 3x 120mm fans which came with the case
RAM: 2x 4gb Kingston 1333Mhz
HD1: WD 150GB(Its pretty old) 7200RPM
HD2: WD Caviar Blue 1Tb 7200RPM (WD10EZEX)

my point is that the i7-4790k doesnt outbench the 6700k, if you're looking at CPUBoss to come to that conclusion then you're looking at the wrong numbers. 6700k is stronger than the 4790k and is as affordable as the 4790k. the best price/performance consumer Intel processor with 4 cores 8 threads is the Intel Xeon 1230 V5 that can be overclocked with ASRock's Hyper motherboards.

Passmark not good enough either, It's about real-time performance and the i7-6700k proves to be better.

For 750 dollars, I'd add this. The Intel i5 will handle rendering, especially starters stuff, easily. The official reference Nvidia GTX 970 is on sale for 280 dollars.

You can overclock the i5-6500 with the ASRock Gaming Hyper K4.

Buying GPU from US is not an option - I'm in Russia.. But I guess prices will drop when GTX1070(80) come out.
Will there be a significant difference between i5-6500 and i5-6600K?
And will overclocking need a better CPU coolling than EVO 212?

Evo 212 is ok, see if the Cryorig H7 is available in Russia. If you go i5-6600k I'd take a good Z170 motherboard, but if you want to save money the i5-6500 + B150 Gaming Hyper is a better price/performance deal, if It's sold in Russia.
