Civic 2007 AC not working!!!

Hello Guys. I have a 2007 Honda Civic Ex. The AC is not cooling at all. Went to mechanic where he charged $50 just to check whats wrong. He added Freon to it and he said compressor is not kicking on at all. But when I open the hood I see the thing not rotating when I hit AC button also the radiator fan doesnt work when i turn my car fan speed button. . He said there will be another $80 charge just to work more on compressor and find why its not working. I am stuck what should I do?.

Whats not spinning?
The belt should always be spinning the AC pulley.
There is an electronic clutch that kicks on and which connects the spinning pulley to the compressor and gets that spinning too.
If thats what you are refering to then make the belt is there and spinning.
Check fuses, relays, and wiring. You'd be surprised how often its just a bad relay, corroded plug, or broken wire.
Test the clutch mechanism/circuit

Its the clutch coil not spinning plus the radiator fan is not running when turned the ac fan.
