Bad System Config Info

Hello.
I already made bootable USB with W10 on it and I am trying to do a trick that I found on reddit to get it fixed. It makes you go into CMD and renaming some OS files to OLD and importing new ones from USB. But, it works for everyone else and I get error "The process cannot access the file becuase it is being used by another process."... What do I do?
I had same error a year ago, I fixed it and I forgot how I did it. Any clues?

Boot from a live disc like Linux Mint and do the copies. That's what I do.
