IRQL_NOT_LESS_OR_EQUAL BSOD Error

Every time my computer boots up, I get the IRQL_NOT_LESS_OR_EQUAL error. I've tried to boot into recovery media but it still gives the error. It constantly restarts and gives me the error. I am not sure what to do.

Please do try these troubleshooting steps that may help.
- First, do try resetting BIOS to defaults.
- After setting BIOS to defaults, reboot the PC again and see if it will load normally or not.
- If all these will not work try reseating the RAM's, remove them all for couple of seconds then try it again.
- Next to try is to test 1 RAM sticks at a time.
- Lastly, do try reinstalling Windows again.

I tried all of the solutions you posted, none of them worked. I even tried using a new hard drive to fresh instal Windows but the error continued.
