Windows 10 does not boot Properly after uninstalling Norton program.

I uninstalled a Norton Security Demo and restarted my PC. When It restarted i immediately went into a boot loop, and when it finally booted into windows 10 and I logged in, my screen flickered like crazy and didn't let me do anything. Task manager did not flicker, so I booted into safe mode with network. However, my network did not work anyway. Does anybody know what I can do? Ive tried a lot of troubleshooting and different boot setups.
