Need help on my future rig

Next 2 or 3 months I'm planning to build pc by myself for first time. Now I'm using cpu from a decade ago and 1080p viewsonic monitor. It's time to upgrade the whole thing. This is what I have in my mind (purpose of use - gaming and some programming).
CPU - i7 6700k (I know it's not needed for gaming. I just want it :D)
Mobo - Asus z170 pro gaming
Ram - corsair 2400Mhz 16gb
GPU - GTX 1070
PSU - cooler master v850
Monitor - viewsonic vx2573-shw (1080p ips 60hz)
I'll reuse old monitor from my old pc. So, I'll use 2 1080p monitors.
Now here come the problem.

I know Gtx 1070 is overkill for 1080p. What I want to know is having 2 x 1080p monitors pair with gtx 1070 cause lot of screen tearing? And if it does, how bad it will be with v-sync on.
Of course, I want 1440p monitor. But no distributor at my place import them. If I order from carrier, it'll cost almost double. :(

Default ram speed cpu support is 2133Mhz. If I use 2400Mhz ram, do I need to just oc ram speed via BIOS or oc CPU as well to reach 2400Mhz.

Tearing isn't at all related to the quality of the graphics card, that's all about the monitor. If you V-Sync a 60Hz monitor you won't suffer from tearing and every game will be perfectly playable. However I would suggest a 1080p@144hz monitor if you can afford it anyway.

For your memory, you use XMP and it will run at the desired 2400 Mhz. I would go for 2800 Mhz Memory or higher if you can find it for a good price.
