Can't open most files (werfault floating point inexact result)

when I open most programs, it brings me the following error message:
WerFault.exe application error the exception floating point inexact result 0xc000008f occurred in the application at location 0X000000006E258028 click on OK to terminate the program
when I click ok another dialog (the same info) pops up again and this happens about 20 times. the application never opens. I can't find any info online and I have restarted my computer and ran the applications as admin and tried to reinstall one of them only to find that the installer EXE won't open. any help is appreciated. Thanks!
