Windows isn't responding.....

I let my friend use my computer. He corrupted chrome and i fixed that but windows isn't responding like the start button, the search bar notifications, local network, speakers, Action Center Notifications and time and date.
I really have no clue yes i am scanning for malware right now.
 
Solution
If you have system restore of windows enabled.

The best option is to run it SlayerNebula.

Look for a restore point before your friend used your system before it went wrong.
Example choose a day before ect.

Restore the system back to that point using the restore point.

System restore.

Is by far the easiest solution for you, for such a situation.
less time and work involved, makes more sense.

I feel like doing it because what actually caused it is Razer and i think i will just reinstall windows again because i don't have many games installed and i got my new 1070 anyways (still need to install it but yeah that will work.
