Power management starts with the bios functions. Update the bios. Then it is transfers to the hardware device drivers (update motherboard device drivers from motherboard vendor) some old devices might require a firmware update. This can include the CD player. For some machines/devices made during the windows 7 era and before will have bugs in the actual electronics you would have to disable the power management function for that device using control panel. Windows 7 had power management functions turned off by default. Lots.of systems shipped with broken designs. People did not find out until they install Windows 8 or above where the functions are on by default.
