Powercolor HD7870 high idle temps 70C+

Hi everyone, here my problem.

My Powercolor PCS+ HD7870 Myst. Edition 2GB reaches temperatures of up to 75C on idle. It has periods where its at 40C but eventually climbs to 70C ish. I've reapplied the thermal paste along with dusting heat sink and fan.
I've noticed that the fan doesn't spin unless the GPU is at 75% load and when is does startup is very loud.

Intel i5 4690K at stock
Powercolor PCS+ HD7870 Myst. 2GB
16Gb (2x8) Kingston HyperX Blu
MSI Gaming 3 mobo
EVGA Supernova NEX750 gold

Sounds like the card's BIOS is not working right. Not running the fan(s) fast enough or soon enough. You might try going to the card's manufacturer and seeing if they have a later BIOS to install. If not, maybe you can download the same BIOS and flash it anew.

But be sure the problem isn't that the fan is physically stuck and doesn't start like it is supposed to.

If you can re install to the latest drivers from AMD.
Install MSI after burner and change the fan curve to the setting you like most , this will hopefully over ride your fan problem and be a quick fix to control the fans and lower the temps.
