Dual monitor display issue

So I recently bought another monitor and have them successfully linked up. However, when I open a program on my secondary monitor, it opens on my primary monitor. I am running Windows 10. I have no clue why it's doing this, it's not really a big issue but while gaming it would be cool to be able to easily open a separate twitch.tv window or something of the sort.

Windows will usually open a window on the same display where it was last closed.
If the app opens on the primary monitor, drag the window to the secondary and close it.
It should reopen on the secondary.
