Task Manager Network speed is 10.4 Mbps while at the same time Origin says it is 1.5 MB/sec

Task Manager Network speed is 10.4 Mbps while at the same time Origin says it is 1.5 MB/sec.
The question I have is why is it not downloading at the speed stated in task manager, which is the speed that I am paying for, and downloading on all other application have the same result chrome, steam, ... The computer is also directly wired to the router.

10.4 Mbps (Megabits per second) = 1.3 MBs (Megabytes per second). So it is saying you are downloading faster than your internet speed, which I am assuming is 12 Mbps (12Mb = 1.5MB).

What is the issue? What speed are you paying for?
