Asus PA238Q vs Dell Ultra Sharp Unit vs Your Suggestion? $325 Budget

Final thread before buying monitor. Hope i would not regret after buying.
My current preference is Asus PA238Q. After researching a lot i found this display to be good for my use but this display released in 2011 and now its 2016 so i don't know if its lack of any new tech which is found in current display. My budget is 22k inr or $325 approx.

Asus PA238Q cost $325 in my country (India).

My Requirements :
IPS Pannel
60hz+
>6ms response time
23''-24'' (1080p) or 27'' (1440p)
Brightness : =<250 cd/㎡
Matte Display

My main use of monitor is just regular use. I want best picture quality in my budget for watching movies and playing little bit of games and photo, video editing.

I see that there are dell ultra sharp monitors with similar price tag of asus pa238q.
Dell UltraSharp U2414H - $320
Dell UltraSharp U2412M - $310

Are these dell ultrasharp better than asus pa238q?
Is there any other better option for cheaper price?

If there is any better option in my budget then please suggest me.

I'd go the Asus myself, with the U2414H as a second choice

Everyone is saying me to don't buy expensive LED (Asus PA238Q) and look for other cheaper option. Why i want this monitor is because it is pre-calibrated and and hoping to get good quality ips panel. Its also have displayport but i don't really know why i need displayport.

It's a very good monitor, display port has wide bandwidth which is good particularly for gaming or video work
