Can this PC stream and play high end games?

Good day,

I am planning to buy used computer which has great value because of few parts and I am interested what do you think about it. Here are the specs:

MOTHERBOARD: ASUS RAMPAGE III EXTREME
CPU: i7 950 3.07GHz
RAM: CORSAIR DDR3 CMT6GX3M3A2000C8 6GB 3X2GB
CPU COOLER: COOLER MASTER V8
HDD: WD CAVIAR BLACK 1TB
POWER SUPPLY: COOLER MASTER SILENT PRO GOLD 1000W
GPU: ASUS STRIX NVIDIA GEFORCE GTX 980TI

I am mostly planning to stream CS:GO content and on when not streaming play some high end games, for example: Witcher 3, Far Cry 4, Batman Arkham Knight and so on...

The only parts I am not sure about are the CPU and not enough of RAM to stream properly. It's no big deal with RAM because motherboard has 6 sockets and only 3 are filled and the problem is can that now 7 years old CPU deal with this load of work (streaming CS:GO/playing high end games)? Are there any suggestions of should I change CPU or is it good enough?

Add another stick of ram and you're good at playing games even at 1440p imo.

Thank you for the answer, but do you think this CPU is good enough to stream as well? I know that twitch recommends i5's but they don't describe which ones...

Ofc, use shadowplay for better performance when streaming.
