Command Prompt Error

Hey guys! I just reinstalled Windows 10 after having some issues. Turned out that one of my RAM sticks was bad. After removing the bad stick, my computer runs just fine apart from one little annoying thing. The command prompt will randomly pop-up for a brief second with a message. This will minimize any games I'm playing or really anything that I'm working on at the time. The picture I have of the message when command prompt shows up isn't great since I barely caught it as it was disappearing, but it should still be readable.

Was hoping that someone would know how to fix this! Thanks!

And again, this is on Windows 10.

Basically from clicking on the start button of windows.
In the search box type: Msconfig.

Press enter.

A new window will open.
There are two tabs Startup, And services.

If you look at all of the path names and the programs you see in the dos box.
You will see a reference to it in startup, and the Services tab.

Simply untick all references to any of the programs or services listed.
Then click apply and ok

Then restart windows.
