So i have an old monitor that has a vga input but no hdmi input but my graphics card only has a dvi and 4 hdmi inputs and im using the dvi so is there a way to figure out if a vga output will work with it for sure? (with a hdmi to vga)
First, there are three forms of DVI: DVI-A (analog only), DVI-D (digital only) and DVI-I (both).

So, if your graphics card has analog DVI-A or DVI-I you can use a passive DVI-A to VGA cable.
If your graphics card doesn't support analog DVI, you'll need an active adapter. This adapter will emulate an HDMI screen. The adapter has to generate analog signals for the VGA monitor and thus needs external power, either from the HDMI port or from a small external PSU.
Normally an active HDMI => VGA adapter should work without much problems...
