Not directly, no. You cannot Upgrade a 32bit install to a 64bit install, free or not. On any Windows OS.
That would be a full wipe and reinstall.

What do you mean by "the same thing"?

If you have Windows 7, and buy Windows 10, you have 2 licenses, which could be used on 2 PC's.
If you have Windows 7, and Upgrade to Windows 10, you have 1 license for 1 PC.

It ends up (mostly) in a folder called windows.old. You can't use it as it was. You can roll back to Win 7 if you desire, but only for 30 days. After 30 days, this goes away.
 
Its backed up if you ugrade inline from win 7.
You have 30 days to revert back to win 7 If you dont like it.
You can delete the win7 backup using disk cleanup any time you see fit.

After 30 days your windows 7 registration & windows install disk become invalid as the license is for a single install only .

You will get the same win 10 upgrade version as your existing win 7 install .

If your win 7 is 32 bit you will get win 10 32 bit.

Once installed & activated though you can create a boot disk using the media creation tool & do a completely fresh install of the 64 bit version
