I do not know a lot about tech so i'd like to ask whether my current rig is enough for the 1070 or should i be upgrading something and what?

your cpu will bottleneck it ALOT even a rx 480 for that

Aw shi* how ever if i upgrade my CPU to something more fitting for the 1070, are my other specs good enough(motherboard, ram and what not)
EDIT: just to be sure how not gud my cpu is, would it bottleneck the GTX970 hard aswell?

you need a new cpu and motherboard for a upgrade a upgrade to a 8350 for gaming is useless
if you go for intel skylake a motherboard cpu and ram upgraded is needed and if its intel haswell a motherboard and cpu upgrade is needed
what is your maxbudget?

hmm i might be overthinking it a little, i wanted the gtx 1070 so i wouldnt have to upgrade it for a longer period, however if i still wanted to run lets say- Rust -or some other game with great visuals on High settings, what are the lowest priced CPUs and GPUs i could get since my budget isnt too great at the moment ( if you dont know its alright, you've helped me plenty already ! :) )
 
If you plan to upgrade in stages you will still get a great benefit out of it but unless you plan to upgrade the rest in the next 3-9 months you won't get the most out of it so maybe an RX480 or wait for the RX470 or GTX 1060 could be a better bet
