PC doesnt let me click anything

Every single time I load up my windows 10 PC and I try and open a program nothing happens, the mouse cursor will move around but when i hover over things they sont even show that i am hovering over it. Whenever i click on programs nothing happens. Sometimes programs will load up but then that prgram will freeze. I try to hit CTRL + ALT + DEL to open up task manager but then task manager freezes. I restarted my pc into safe mode so I could try and restore my pc but then everything froze in safe mode too. This has been like this for the past 3 days now and I am starting to get worriesd. Please help

what are the specs of PC (what parts are in it, or what brand/model is it?)

It might help if you run this and test your ram: http://www.memtest86.com/

Freezing is normally hardware. It sounds like something just stops responding

Intel i5-4690k w/ hyper 212 evo cooler
msi gtx 970
1tb western digital hard drive (used this hard drive with my previous build)
ballistix sport 8gb ram stick (used this stick with my previous build too)
msi z97 krait edition
