Which monitor should I buy?

Alright so a comparison:

Asus VX239H:

23 inches
1080p
5 ms response time (quite slow nowadays if you plan on gaming) - fine for working/browsing/video
Speakers
2 HDMI & 1 D-Sub
3.5mm jack



Asus VX248H:

24 inches
1080p
1 ms response time
Speakers
2 HDMI, D-Sub, DVI-D
3.5mm jack


So overall if you are looking for a better quality display you should buy the Asus VX248H since it's IPS & has a better view angle & nicer design/build. However, if you plan on gaming on this monitor then I would recommend the faster Asus VX248H since it's 1ms response time would be beneficial in games.
 


Seriously, dude? 5ms is slow? And can you really see the difference between "1ms" and "5ms"?

I'm in the process of purchasing a new computer.
Probably following configurations:

CPU: Intel® Core™Skylake i5-6600K (6MB, 3.50 GHz-3.90GHz)
CPU Cooler: ARCTIC Freezer i30 120mm
Motherboard: ASUS Z170-A USB 3.1
RAM: 8GB Kingston HyperX Fury 2400 MHz DDR4
HDD: 1000 GB Seagate Baracuda Sata III 6Gbit/s
GPU: Asus RX 480
PSU: SEASONIC S12 II 620W 80+ Bronze
CASE: RaidMax Vortex V4 USB 3.0

Wait to drop prices for RX 480, but in the meantime I'd like to buy a monitor.
Currently I have a ATI Mobility Radeon HD 5650 on my laptop. I plan to use for gaming of course but also for everyday work (movies, programming , etc.)
 


Oh, excellent! You can get a FreeSync monitor,as they are not that expensive.

Well 5ms isn't that slow and for most monitors it is standard but my two monitors are both 1ms and also one is 144Hz so 1ms + 144Hz is extremely fast and brilliant for gaming.
 


It's teh 144Hz that's brilliant. Even if they were 5ms, you would still have an awesome time :)
Pixel response time does not equate to lag.

In my country (Bosnia and Herzegovina), everything is expensive compared to other countries and hard to find. :(
For example, this monitor ASUS MG248Q is about 400 $ which exceeds my budget significantly.
Budget is also the reason why I have not included SSD in configuration. Currently I would go with 60Hz monitor and without SSD, but in a few years can think about 144Hz and SSD. :)

True but it's still nice to know that you have a fast response time :) But yeah you make a good point the 144Hz is the main thing contributing to the monitors responsiveness.

I analyzed this list and found the following monitors in my country but all exceed the planned budget :(

Samsung S24E370DL
Asus MG248Q
AOC G2460PF


so I'll stick to 60Hz without Freesync standard IPS or TN monitor. If you can suggest something better than these two from the beginning or to get one of them?
