Is this black dot a dead pixel?

First of all, sorry for my bad english. I bought a new monitor like 1 or 2 months ago, the AOC i2369. Well everything was working perfectly but yesterday i noticed a very small black dot. I tought it was a dead pixel, but when i looked it more closely it dissapeared, then i placed the mouse cursor on it and didn't find anything, but when i turn away, the black dot is visible and is very annoying. Should i return the monitor? Here are some pictures.

it certainly could be a dead pixel. you will have to check the return policy for the monitor for their dead pixel policy. some stores/manufacturers are better than others
