Laptop stuck in a terrible loop EFI Shell version

Hi, for a few days my laptop has been stuck in the automatic repair loop. This occured after the laptop was attempted to be reset. I've tried several solutions and none of them worked. While trying to format my main drive and redownload windows, I was unable to redownload windows and now whenever I start up my laptop it starts up with:

I've tried exit and reset, but I just return to the menu
I'm not sure how to get out of this screen, and this occured while I was trying to use a bootable usb drive because while checking the harddrives through command prompt, I discovered there were 0 bytes on one my my drives.
The laptop is an Acer One 10

This error is occurring on my laptop. From what ive searched, people say they switched the sata cables or did something with the motherboard/bios. I tried going to bios and 1. Reset to default settings 2.Prioritize boot off USB to reinstall windows. Neither worked and I still end up with the same screen.
