chrome compatibility options grayed out?

So having this annoying issue where my task bar keeps show up in full screen in videos.. i can fix by clicking on the bar while on the video then click on the video and its gone but it happens so often.. i know how to fix by disabling the high DPI scaling setting in chrome properties, but for some reason its all grayed out on the compatibility tab and can't click it.

Well, I don't have a solution for the options, but I have found out how to get rid of the task bar.

Just right click the task bar, then uncheck "lock the taskbar".
