No, on 1080 you'll probably get 30-70 fps in most games depending on settings. 4k however..... you'll be lucky to get 5fps

It's actually not a GPU but an APU. It's a CPU with some GPU cores. To get a reasonable 4k experience you'd probably wont to go for a Fury X, 980ti or one of the newer GPUs - 1070 or 1080.

Unless you have a ton of money to spend on a 4k system, you're far from having a decent 4k experience. If you want smooth games without fps drops spend money on a mid range system that will set you off on a good start. I would consider getting an i5 CPU and possibly a 1060. That will let you play games maxed out at 1080 with a constant 60fps. Butter smooth experience in full HD and you don't have to take out a bank loan

oh sorry im saying i want to have 4k so i can record youtube videos in 1080p better

I am not sure you understand what 4k means. It is the name given to display resolution of 3840x2160 generally. 1080p is a resolution of 1920x1080 pixels.

I am trying to understand, but how do you think 4k will help you record 1080p better? Watching 1080p content on a 4k screen is of course possible, although looks a bit odd in my experience. Actually driving a game at 4k and recording at 1080 will require some serious horsepower.

APU?

AMD A10 is an APU (Accelerated Processing Unit)...which is like a CPU and GPU in one chip. The CPU part is quite weak however. When I record on my CPU in demanding games at 1080p I have seen jumps of 20% usage.

You will need a new build, something like an i5 6600k and a gtx1070 if you want crazy 1080p FPS and the ability to smoothly record without dropping frames. I don't know exactly, as you have really exaplined what you do or want.
