If you are doing a free upgrade, then yes. You have to have a working win 7 or better OS. You have to run the installer from inside windows. (Free upgrades may be over...)
If you already have upgraded, activated and are reinstalling, or bought a new copy of windows 10. Then no. You can just install windows 10.
You can do a fresh install with Windows 7/8(.1) license key directly if you download the latest Windows 10 image from Microsoft. Free upgrade is available until 29.7.2016 after which you need to buy a copy if you wish to upgrade.
In order to install Windows 10, do i need to first install either Windows 7 or Windows 8/8.1 ?
Before judging, answer my question
No you do not.
With the 10586 release back in November 2015, you can do a clean install of Win 10, and use your existing Win 7/8/8.1 license to activate when it asks for a license key.
To repeat...you do not need to install Win 7/8/8.1 first.
