Need help with $850 HTPC build

I'm building an HTPC for a family member. Budget is ~$850.
They want to use it for streaming, movies, some music editing(Audacity). They want the ability to rip and burn blu-ray/dvd/cd. They want to be able to store their extensive movie collection so lots of storage. Also, they want to have the PC next to the TV so slim/nice looking case and also quiet. Here's what I'm thinking:

CPU: i5-6400
Storage: 5TB SATA 6.0GB 7200 RPM and 240GB SSD
RAM: 16GB DDR4
Optical: Blu-Ray burner
Case: Micro-atx desktop

I'm thinking of using aftermarket cpu cooling that is low profile and quiet. Also, I'm guessing most cases that would fit these needs would require a TFX PSU so something reliable and quiet. Finally, the person has wi-fi provided by their land lord, but with their current set up they are just outside of range... so a long range wi-fi adapter should help.

Please provide any suggestions. Thank you.
 
the intel cooler is already one of the 10 quietest coolers out there, stick with that.

the 750ti is entirely optional (and cuts the price by $120 if you drop it), but will allow you to run most modern games at medium settings, a nice bonus.. I went with the 6500 because its just a little bit more than the 6400, but much faster (3.5 GHz vs 2.7GHz). you also have a blu ray burner and 5TB hdd with a 256GB SSD boot drive.
