Can't get black bars

So I tried to change the scaling on in the Nvidia control panel to cpu but it keeps changing to display, anyone know how to fixes this?

Yes something like this but you need the ''Perform scaling on'' GPU and when I try to change that it goes back to display

Yes I do but that also unchecks when I click apply

In Nvidia control panel under Change resolution under .3 Apply the following settings - the option for Output dynamic range: to Full.

Yes I can only does it with the scaling

Ok its not a problem with the driver, thinking you might need to reinstall as there was a problem with no settings sticking at all.

Check you're complying with your monitor's native resolution. Will be a resolution compatibility issue Windows/Nvidia is no accepting for your monitor. Also try lower your resolution see if the option sticks then.
