Computer keeps turning on and off with no post to display

Hi all today i bought a used PC and for some reason when i turn it on (with all parts connected) it stays on for about 10 seconds then shuts off for a few seconds then reboots. I suspect this is a ram issue as there was no ram that came with the pc and i added the ram (pulled from my slightly older amd rig)

SPECS:
-intel core i5 2500 (non k)
-intel stock cooler
-asrock extreme 4 z77
-radeon hd6570
-2x2gb 1333mhz corsair ddr3 (vs2gb1333d3)
-corsair vs350
-750gb hdd
-dvd drive

So far i have tried:
-reseating and testing diffferent ram slots
-booting without ram (computer stays on for around 30 instead of 10 seconds and then shuts off)
-swapping power supplies
-swapping graphics cards (replaced hd6570 that works in another pc with my r7 250 which is also working)

Please help asap as i would love to get this thing working

Have you tried reseting your bios ?
