Windows Updates on Resetting win10

If I reset windows 10 with clean personal files options, will I have to download the win10 updates all over again ?

I am not sure, I think that when you update windows it adds those updates onto your image file, and it is this image file that is used to reset windows 10.

What I would do is wait until the August update and then reset after it if you still want to, as it is likely to include all patches until now. This would save you resetting now and then getting a new version next week anyway.
