i need help building a 200$ gaming pc if possible. id like it to be able to run at least overwatch.

This build was for someone else, but most of it applies. However:

1) Remove Windows if not applicable, and

2) No graphics card is there. I was recommending an RX-470 when it released.

The above is my minimum build for a good gaming experience. If we take out Windows ($100) and add in an RX-470 ($150?) then it's about $550 or so.

Update:
You can reduce the cost a bit if careful (possibly some used parts), but I have a hard time recommending a CPU/APU from AMD.

well what games do you think this could run and with what fps

It would run every game decently on low-med settings at 720p. It will struggle greatly at 1080p. $250 is just not going to get you anything that's going to run games at 1080p. You'd be lucky to get 30fps on lowest settings at 1080p.
