I'm going to go a little 2015 here with a Haswell Xeon build, the monitor is IPS. If you're okay with a TN panel display we can probably get a Skylake i7 in the budget.

  3. It does more than that. By installing your OS and essential programs and maybe a couple of games on it you get great speeds all around.

could u also find a keyboard and mouse? Also maybe a headset
  5. Cheap yet very decent keyboard and mouse: http://pcpartpicker.com/product/HPx9TW/cooler-master-keyboard-sgb3012kkmf1us
    My favorite mouse: http://pcpartpicker.com/product/8GX2FT/zowie-mouse-fk2

Keyboards can run the spectrum on price from really cheap membrane keyboards to really expensive mechanical keyboards. I don't know how much you want to spend.

Headsets you can go cheap like this (I own one, I don't use it a lot but it's fine for the price): http://pcpartpicker.com/product/wjw323/creative-labs-headphones-51mz0310aa005
    You can go expensive(ish): http://pcpartpicker.com/product/tZL7YJ/kingston-headphones-khxhscprd
Or you can go with a pair of good headphones (I own these) and use a clip-on mic: http://pcpartpicker.com/product/z6kD4D/sennheiser-headphones-hd518
