firstly remove parts and check the idle temp each time locate the part and simply replace the fan corresponding to that part with a more high powered one

Whoa whoa, that doesn't sound right. I'm not sure what Ancient_2 is suggesting, but it is either worded very poorly, or is just plain wrong.

First you need to remove the CPU cooler. Make sure you have it fastened correctly. Also if this is a new build, was there a plastic film protecting the mating surface of the heatsink (there is usually), if so, did you remove this before fastening to the CPU?

Since this is a watercooler (I just checked since I'm not familiar with the Gamestorm Captain blah'd blah), make sure you have the pump power connector plugged in. Can you hear the pump? If the pump isn't powered, it will start out at a low temp, but it will overheat very quickly.

Did you use thermal paste separately? Or did the heatsink come with it pre-applied?

i have re applied the thermal paste. arctic silver5, its all i could get locally.but i see no difference. I have tried a fan in the cpu opt slot and it spins so the cooler should be getting power. the radiator fans are definatly spinning. and i originaly had the stock tim in use, i also did remove all of the new plastic packaging

omg!! the pump is not pumping water as i can see an air bubble just chilliing in the glass tube...

Sorry I wasn't getting back to this right away, I had to take my family for supper. With a large air bubble like that even if the pump were spinning, it's likely that it would just be sucking at air if the impeller has air around it. Try putting your system on it's side. Try different orientations to see if you can get water into the pump.

However I suspect that if you can't hear it, the pump isn't working. You can check this by going into the UEFI and checking the RPM's for the connector the pump is connected to. If it's showing an RPM, then the pump is turning, if it reads 0 then it isn't.

Just had a look at the installation instructions for your cooler, that is a bit of a different mounting assembly. Usually you see the backplate held to the motherboard independently of the pump. This required that the pump be mounted to keep the backplate from falling off. It wouldn't be too handy installing / reinstalling inside a case.

Update is...zero rpms for the port my pumps running off off. I tried tilting the machine and also a couple different fan ports again, and it just wont carch any rpm in the fan utility program. The cpu block actually mounts and un mounts fairly easily. After its assembled it was just 4 thumb screws to secure it, or remove from the cpu. My plannow is to RMA the unit and probably pick up a triple radiator Corsair cooler. TY for your help

Yeah if there is no RPM for the pump, priming the pump won't help.

If you haven't returned it yet, have you tried moving the pump power connector to a different fan controller? Have you tried plugging a fan into the fan header you had your pump? This would narrow it down. If a fan spins connected to the fan header that the pump was plugged into, then you know it's not the motherboard at fault.
