Win 10 Disk Usage hits 100% and Stays there on any Notification Message

My daughter's Asus Zenbook UX303L was upgraded from 8.1 to Win 10. On any notification message, the disk usage goes up to 100% and stays there. The notebook is not very usable after that. If I turn off notification, then disk usage stays normal. I prefer not to turn off notification. Could you please help?

How about just one notification?

Go to Start menu > Settings app and then open System > Notifications & Actions. Deselect the option "Show me tips about Windows" and reboot the computer.
