Full screen in games doesn't work after the new updat

I've been using windows 10 for almost a year now and this is really annoying. It happened after the new update, the game seems to be in full screen but you can see every skype/steam/whatever notification on your screen while being in the game. It's like windowed borderless. I've tested this in a few games and here's the result
"Broken" fullscreen games:
CS:GO,
Batman - Telltale series,
Rust
Games where fullscreen works properly:
nba 2k16,
wwe 2k16,
Watchdogs,
Left 4 dead 2,
DayZ,
Arma 3,
Limbo,
A story about my uncle
Rocket League
Has anyone else experienced this problem after this anniversary update? or is it just me? And yes the game settings are set to full screen, yet it's exactly the same as running it in borderless window ( in the "broken" games that I've mentioned)

same problem with me and my friend
