Windows 10 cannot get into login screen

Hello, today I tried booting up my computer and was met with an irregular boot up.

I turned on my computer and everything was working normally but when I got to the Windows logo my computer froze. There is no loading icon or spinning circle to signify that my computer is loading, all I see is the Windows logo on a black screen.

I have restarted my computer pearly 10 times to no change, I cannot get into BIOS or safe mode. Please help!

CPU: AMD 4300 quad core
GPU: Nvidia GTX 960
RAM: 8GB
OS: Windows 10

on another pc, download the windows 10 media creation tool and use it to make a win 10 installer - its a useful boot disc

change order in bios so USB is first, hdd second
boot from installer, on screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up repair - this might fix the problem - will ask for logon info
