Desktop won't boot. Only show blinking underscore

Hello everyone
I am having some trouple and really need some help :_)

Today while i were using my pc, the power quickly shut of and then back on. My pc shut down, but instantly started back up again. However when starting up the pc gets stuck after the bios loading screen, and the only thing that show is a black screen with a blinking underscore.

I have full access to my BIOS/UEFI.

Solution
On another PC, download the windows 10 media creation tool and use it to make a win 10 installer on USB or DVD - its a handy boot disc

change boot order so USB or DVD first, hdd second
boot from installer
on 2nd screen of installer, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
choose safe mode (doesn't matter which one)
hopefully pc will start in safe mode, you don't have to do anything, just restart. Sometimes just going into safe mode can fix this.

other choice is start up repair
follow same steps as above but instead of start up options, choose start up repair - this will scan pc and maybe fix this, will ask for logons.

See how that goes :)
