Just bought a new gpu from newegg, and when i was about to register my product i saw an R on my part number, could this be a reseal product?

It would have been marked as an Open Box.
Newegg often sells Open Box items, but never without clearly noting it as such.

It would be unethical to reseal a product as the warranty activation and registration status is unknown.

It looks to me like the plastic is still on the box, you certainly got a new product.
